Put the bulgar into a bowl. Mix in the flour, 6 tablespoons of vegetable oil, red pepper flakes, salt, and cumin. Then, mix in 1 cup of water to make a firm dough. Knead the dough to blend all of the ingredients.
Heat 3 tablespoons of oil in a pan and saute the onions until browned and remove from the pan. Place the ground beef in the pan and break it into smaller pieces with a wooden spoon or spatula, crumbling it. Fry until it is evenly browned. Season the beef with salt, cinnamon and allspice. Mix in the cooked onions and the pine nuts. Allow the beef to cool.
Create small balls from the dough. Form a tube from each dough ball to at least 2 inches in length. Fill the tube with meat mixture, and seal the end.
Heat oil in a deep pan and put the kubbe into the hot oil, and fry for 1 minute until browned. Remove from the pan with tongs to paper towels to drain. Serve with tahini.
